Moffett unveils his manifesto for Welsh rugby

Ex-Welsh Rugby Union chief executive David Moffett has unveiled his plans for election to the WRU board.
Moffett has been increasingly vocal in his criticisms of the WRU and in his manifesto he promises more money for grassroots rugby, a better relationship with the regions and a renegotiation of the board's debt.
Moffett has written to Wales' 320 clubs canvassing their support. He need two of them to nominate him for the election in August which, given the level of unhappiness with the WRU, seems a given.
The WRU said it had no intention at this stage of responding to the manifesto.
