Regarded as one of Australia's greatest scrum-halves, Burke made his Test debut in 1946 against the All Blacks at Eden Park.

He was later a key member of the 1949 Wallabies side that beat the All Blacks in a series on New Zealand soil for the first time. The visitors would also win 11 of the 12 matches played. Burke played in both Bledisloe tests, with Australia beating the All Blacks 11-6 in Wellington and 16-9 in Auckland.

Burke was also a member of the side that undertook a massive tour of the British Isles, France, Canada and the United States in 1947-48. The Australians played 21 tour matches and five Tests, with Burke featuring in every Test side. The Wallabies narrowly missed out on a Grand Slam, beating Scotland 16-7, Ireland 16-3 and England 11-0, but losing to Wales 0-6.

The distinguished number nine played in 91 games for Australia, and also represented New South Wales on 36 occasions. He died at the age of 84 at the Hillside Nursing home at Mt Hutton near Newcastle.
