Nelson Bays look to move up

NPC Second Division champions Nelson Bays will, after all, apply to join the First Division in 2000.
However, chief executive Peter Barr has announced that a meeting with NZRFU officials had given his union a much better understanding of the criteria it had to meet for participation in the top flight.
The union will now be applying for admission to the First Division. "We want to aspire to the highest level, there is no point in aiming for mediocrity," said Barr.
