After turning out for Sydney University, Phipps earned a call-up to the Australia Sevens side. Phipps opted to join the Melbourne Rebels in July 2010 ahead of the 2011 Super Rugby season and admitted he was looking forward to working alongside fellow half-back Sam Cordingley.
Phipps impressed during the 2010 Commonwealth Games where the Australian side picked up the silver medal.
In 2010 Phipps was part of the Wallabies squad for their northern hemisphere tour and was named on the bench for their game against the Leicester Tigers. Phipps impressed during the 2011 Super Rugby campaign for the Rebels - and later picked of the Australian Rookie of the Year award - and was rewarded with a call-up for the Test against Samoa. After making his debut in the Test, Phipps came off the bench against the Springboks a week later.
The scrum-half was selected for the World Cup, where he made one appearance against Russia in Nelson.
