Dowd was a versatile yet formidable prop who won 60 caps for the All Blacks between 1993 and 2000.

He made his international debut for the All Blacks in 1993 as he was pressed into action against the British and Irish Lions in Christchurch. By the 1995 Rugby World Cup in South Africa Dowd had established himself as a first-choice in the front row, missing only the quarter-final victory over Scotland as New Zealand reached the final.

Dowd continued to be a regular for the All Blacks as he formed a formidable combination with hooker Sean Fitzpatrick and fellow prop Olo Brown. Brown's retirement meant Dowd moved over to tighthead but came under increasing pressure from Carl Hoeft and Kees Meeuws. However he retained his place for the 1999 Rugby World Cup in France. His final Test for the All Blacks came in 2000 as Australia captain John Eales kicked a last minute penalty in the Tri-Nations and Bledisloe Cup clash in Wellington.

Dowd had made his debut for Auckland in 1991 and spent ten years with the team, racking up 83 appearances. At Super 12 level he played 64 times for the Blues. In 2001 he moved to England, taking up a contract with London Wasps for whom he played 115 times until retiring in 2005. Dowd took on a coaching role with the club before moving back to New Zealand and joining North Harbour as a forwards coach in 2009.
