Burns came into rugby late, having previously taken up a career as a brick-layer. In a rapid rise, he progressed from Welsh Premiership level with Cross Keys to the Dragons first team in 2010-11, drawing the attention of Wales coach Warren Gatland. Burns made his Test debut against the Barbarians in June 2011 - becoming the first current Cross Keys player to be capped since 1956 - and secured a spot on the plane to the Rugby World Cup with some strong displays. He played four matches in New Zealand, scoring a try against Fiji in the Pool stages, but was forced to retire in April 2012 following a neck injury and heart problems.
