Garces graduated to the International Rugby Board's elite panel in 2010, a year after he made his representative bow at the Junior World Championship in Japan. He was a touch judge and reserve referee at the Rugby World Cup in 2011, although he was embroiled in controversy soon after when his refereeing of the scrum as Saracens beat the Ospreys in Heineken Cup action drew widespread criticism. Garces was soon back on the international stage - taking charge of England's Six Nations win over Italy - and later in 2012 he was confirmed as an official for the June Test window.
