Bell made his international bow for England against Italy in 2005 having previously been denied a chance to represent Wales.

A member of the England squad that toured the southern hemisphere in 1998, he was an unused bench replacement in the 76-0 drubbing at the hands of the Wallabies. He later snubbed the chance to play for England A in 2004 in the hope of representing Wales having fulfilled residency criteria while playing for Pontypridd but the IRB later confirmed that was against their regulations.

However, he played for England A against France A the following year and was then called into the Six Nations squad following injuries to Phil Vickery and Julian White, making his debut against the Azzurri and winning his second cap against Scotland.

He toured Australia again in 2006 without playing, but returned to the international fold in 2009 when, with Vickery and White once again sidelined by injury, he appeared in England's three autumn internationals against Australia, Argentina and New Zealand. He would go on to help the England Saxons win the 2010 Churchill Cup.

He started his career at Ebbw Vale before spending four years at Sale Sharks, and he won the Principality Cup with Pontypridd in 2002 before joining Bath, where he made over 200 appearances and claimed the European Challenge Cup.

He called time on his career at the end of the 2011-12 season and at the same time revealed he had secretly battled depression for the previous decade.
