Baxter's efforts in establishing Exeter as strong Premiership side were recognised when he won the 2011/12 Director of the Year award at the Aviva Premiership awards, having also been nominated for the honour the previous season.

Baxter played for Exeter for 14 years, serving as the club's captain for 10, before joining his former club as a coach. His early coaching experience came at Exeter University. In 2009-10 he guided his long-time club to promotion to the Guinness Premiership after a superb two-leg play-off win over Bristol. In November 2008 Baxter also took charge of the Barbarians for their meeting with the Combined Services.
